About the project:

To increase the efficiency and transparency, Government of Chhattisgarh has implemented a comprehensive and end-to-end eProcurement solution across all Government departments/ agencies/ boards across the State in a phased manner. The eProcurement project has been implemented in five Departments of the State viz; Public Works Department (PWD), Water Resource Department (WRD), Public Health Engineering Department (PHED), Health Department and Chhattisgarh State Infrastructure Development Corporation (CSIDC).

Chhattisgarh infotech and biotech Promotion Society (CHiPS) is the implementing agency for eProcurement project in the State. The major stakeholders involved in the project are:

 i. Government of Chhattisgarh Departments & Corporations
ii. The political and administrative set-up in the Government of Chhattisgarh
iii. Supplier & Contractor community across India, who participate in the procurement activities of GoC
iv. Residents of the State of Chhattisgarh & Citizens of India

The project is being implemented on a Public Private Partnership mode adopting a Build-Own-Operate (BOO) model with no upfront financial burden on the State. M/s Wipro Ltd., in consortium with M/s NexTenders India Pvt. Ltd., has been selected as the Private Partner, also known as Application Service Provider (ASP), for implementing eProcurement system in the State through a transparent bidding system. The implementation includes the deployment of various modules from proposal / requirement preparation till payment to the contractors/ suppliers. The various modules are as given below

(iii) eAuctions
(iv) Contract Management
(v) Catalogue Management
(vi) Centralised Supplier Registration
(vii) ePayments
(viii) Accounting
MIS The Master Services Agreement (MSA) has been signed on 19th December 2006 between CHiPS and M/s Wipro Ltd., in consortium with M/s NexTenders India Pvt. Ltd., who has been selected as the Private Partner for the implementation of eProcurement project in the State of Chhattisgarh.

Institutional Structure:To ensure a proper and effective implementation of the project, the State has formed/ appointed the following:

a) State Nodal Officer: The Principal Secretary, PWD is the State Nodal Officer for eProcurement project.

b) Empowered Committee: This is a State high level committee with the Chief Secretary, Government of Chhattisgarh as its Chairman and 9 other department Secretaries as its members. The prime responsibility of the committee is to supervise the overall project and take strategic decisions for the project implementation.

c) Task Force Committee: This committee is headed by the Principal Secretary, Government of Chhattisgarh, Public Works Department, as its Chairman and all Head of pilot Departments, as its members. The prime responsibility of the committee is to guide the implementation of the project and suggest the Empowered Committee for smooth project implementation.

d) Eprocurement Review Committee: The committee is headed by the CEO, CHiPS who is also the Project Director for eProcurement and the project team members are its members wherein, the ASP is also a member. The prime responsibility of this committee is to review the progress of the project implementation on regular intervals.

Security and Confidentiality
 
               The eProcurement system is designed keeping in view the critical stages of a bidding process. Apart from the mandatory use of user-id and password for accessing the tendering activity on the eProcurement website, a secure bid process, patented by our ASP, is being used with all encryption and decryption of bids is handled on the client machine.

Project Milestones:

    The eProcurement project was officially launched by the Hon’ble Chief Minister of the State Dr. Raman Singh on 14th August, 2007
    Constitution of a State level Empowered Committee, Chaired by Chief Secretary, for making policy and strategic decisions on eProcurement from time to time.
    Constitution of Task Force Committee for supervising the operational aspect of the project.
    Mandatory adoption of eProcurement solution for all tenders above Rs. 20 Lakhs vide Government order no. 246/CS/2007 dated 5th December 2007 issued by the Chief Secretary
    The project has been successfully adopted by 17 departments
