Common Service Centers (CSC) - Rural Choice

The CSC is one of three pillars of strategic foundation of the National e-Governance Plan (NeGP), approved by the Central Government as one of its Mission Mode Plans (MMPs). The CSCs would provide high quality and cost-effective voice and data content and services, in the areas of e-governance, education, health, telemedicine, entertainment as well as other private services. A strong point of the CSCs is that it will offer web-enabled e-governance services in rural areas, including various application forms, certificates, and utility payments such as electricity, telephone and water bills. this National Scheme aims at establishing 100000+ Kiosks across the Rural India, accordingly 3385 IT enabled Kiosks in the State of Chhattisgarh

• The Scheme creates an encouraging environment for the private sector and NGOs to play an active role in implementation of e-Governance, thereby becoming a partner of the government in the development of rural India.

• The scheme is based on Public Private Partnership (PPP) model envisages a 3-tier structure consisting of:-

  1. At the first level (Base Level) is Village Level Entrepreneurs (VLEs) aRural Kiosks Operator. The SCA would manage a network of VLEs who in turn would manage the operational business of the CSC at the village level. The VLEs would report to the SCA.

  2. At the second level would be the Service Centre Agency (SCA). The SCA would be responsible for the overall profitability and sustainability of the CSC business.

  3. At the third level would be the agency designated by the State- the State Designated Agency - to facilitate implementation as well as provide policy guidelines from time-to-time, Government to citizen (G2C) services, and disbursement of revenue support to the SCAs.

Through transparent bidding process State Government and SDA have selected two Service Centre Agency (SCA) Zoom Developers (P) Limited for Raipur and Raigarh Zone and AISECT for Durg and Korba Zone. The Zone and the districts under each Zone are tabulated below:-
