Capacity building under NeGP

NeGP
is an ambitious program of the Government of India aimed at
improving the quality, accessibility and effectiveness of
government services to citizens and businesses with the help of
Information and Communication Technology. It is a national level
initiative which proposes rapid deployment and scale-up of
select “Mission mode Projects”, creation of national IT backbone
for fast, reliable & efficient connectivity, data storage &
access and Common Service Centers for delivery of citizen
services, creation of Internet portals for 24x7 access to
government information and services.
As per the
guidelines issued by Department of Information Technology,
Government of India in this regard requires institutional
strengthening to be undertaken at two levels:
- State
Level: Strengthening of the State Government’s
Department of Information Technology. This capacity building
would be at a program level and would be at a program level
and would provide overall direction, standardization and
consistency through program management of the e-Governance
initiatives in the State.

Department Level: Strengthening Departments that would
undertake individual initiatives would be the next priority.
This capacity building would be at a ‘project’ level and
would be constituted as and when projects are initiated at
the department level.
Capacity
building Roadmap has been prepared for the State. DPR for
capacity building amounting to Rs.913 lakhs was submitted to DIT,
Govt. of India, which details the nature & scale of e-Governance
initiatives planned by Govt. of Chhattisgarh in the next three
years and presents the capacity building requirements of the
State. The existing capacities need to be complimented and
strengthened with major managerial and technological resources,
particularly for implementation of the State Mission Mode
Projects (SMMPs) by concerned departments of the State. One of
the primary objectives of the Capacity Building is to increase
the capacities of the internal resources of the Government by
leveraging their skills and competencies through value based
training in areas commensurate with their skill sets, profile
and envisaged roles in the e-Governance framework of the state.
The eGovernment
Road Map for the State has been framed which identifies the
various IT needs and priorities of the Departments. NISG was the
consultant. In phase 1 of the eGovernment Road Map, the
eGovernment Vision, eGovernment Strategy and eGovernment
Blueprint have been prepared.and submitted to Department of
Information Technology, Government of India vide letter no.
38/Js/IT/06 dated 15 February, 2006 The Phase 2 and Phase 3 of
the eGovernment Road Map deals with eGovernment Program and
eGovernment Ecosystem respectively which would be taken up
subsequently.
Chhattisgarh e-Governance Strategy
The e-Governance
roadmap recommends 8 priority sectors as mission mode projects (MMPs),
which would provide efficient services to the citizens &
businesses and enhance the internal efficiency of the
Government. The 8 Group Applications identified include 7 new
applications and one application under development, in the
following groups:

Infrastructure including PWD, WRD, Urban Administration and
Development, and Energy (Project/Works Management;
Accounting and budget management)

Industries
group (G-to-B services and back-end applications)

Education group Including school, and
higher general, technical, Medical, and Agricultural
Education- Education Institution Management System,
Education MIS, e-Learning and EDUSAT, and E-resources for
Teachers)

Others (Integrated check posts,
Agricultural Production Information System)
The portfolio
also contains 18 departmental applications, of which 5 are in
place; 4 are under development, and 9 are recently initiated or
to be initiated. In addition to these, several applications have
been identified that can be taken up in a second phase during
the 5-year timeframe. Core Infrastructure
identified for implementation includes a State Wide Area
Network, State Data Center; Front-end Service Delivery
Infrastructure in urban and rural areas; data centers at the
district level, and recommends Local Area Networking in
departments where this is missing/ inadequate. The e-governance
initiatives and applications have been categorized into
core/common applications, group applications, and departmental
applications.
One of the

As part of this
programme, eGovernment Road Map & Capacity Building Roadmap as
well as DPR for eProcurement project has been prepared while DPR
for Secretariat Workflow and Knowledge Mgt. System and detailed
capacity building programme for the State has been planned. A
training programme for the Political Leaders and Policy Makers
of Chhattisgarh on 'e-Government for Good Governance' was
organised through NISG at ISB, Hyderabad on 4-5 January, 2008. |
